Yeah, I know hex editing as at the root of save modification. I used to try to do that with PSXGE and saves from old PS1 games, but got nowhere doing it.

You will not be able to hexedit a save game and have it work with Burnout. All saves are encrypted and checksummed. Editing the file will result in the PS3 seeing it as bad/corrupted data. You have a much better chance of making this work easily on the PC side.
